It's called nebula, and there's a lowernebula.png and a uppernebula.png for B.net I believe.

It was also seen on the Lucky Seven Golden Ticket things.

What are those? Have I missed something?

Also, please see the image attached linked (We really need the attachements fixed!). The image you saw, Nigma, seems to have been a simple glitch with the background graphics: the same background can be seen in many of the pages in Bnet, even though it is probably most easily noticed in the Comm Chatter.
