You might notice that the transmission and the manuel talk about the same thing but both can't be right for understandable reasons one they both talk about getting the team. Dare wouldn't need to ask a Admiral and another guy to get one team. And the guy from fleetcom says "Admiral would have my ass if he knew I was pulling boots off the line" meaning the only way that transmission would of happened is if Dare never talked to the Admiral.
